City looks at grant spending priorities
Below is an article from this week's San Mateo Daily Journal about some of my work on the Community Relations Commission.
City looks at grant spending priorities
By Bill Silverfarb, San Mateo Daily Journal

San Mateo residents are helping the city prioritize how to spend grant money for the next five years — money that will go to helping seniors, low-income youth and the homeless.
The Community Relations Commission held a workshop last night to help identity critical and important housing, community development and public service needs in relation to federal Housing and Urban Development funded programs.
The city is in the midst of developing the 2010-15 Consolidated Plan and 2010-11 Action Plan.
The Peninsula Conflict Resolution Center facilitated the meeting with about 16 members of the public participating, some who work for the nonprofits that benefit from the grants.
The commission provides oversight for federal grant programs that implement public services, housing and community development programs.
The goal of the workshop was to whittle down priorities for city staff and the commission to consider when deciding how to dole out the grant money.
Some of the top priorities that came out of the workshop were to reach out to the growing Latino community, provide transportation for the city’s senior population as well as promote economic development, rental assistance for low-income residents and code enforcement, among others.
“In-home services for seniors who need help but not full-time assistance should be a priority,” said Tom Elliot, who also sits on the city’s Senior Commission.
For Central Neighborhood advocate Laurie Watanuki, code enforcement and sidewalk repairs are a top priority for grant spending.
Representatives from the Mid-Peninsula Boys and Girls Club and Rebuilding Together attended the workshop.
Samaritan House, Shelter Network, HIP Housing and the Center for Independence of the Disabled are among some of the groups considered for funding by the commission.
Samaritan House receives Community Development Block Grant funding through the city. The Community Relations Commission recommends agencies to receive funding to the City Council who then approves the funding.
“With needs in the community increasing, all levels of funding are important and needed,” said Kitty Lopez, Samaritan House executive director.
Community Relations Commissioners Carla Cravalho, Joshua Hugg, David Lim and Maribeth Lozano participated in the workshop.

Campaigning with Dignity
In the coming weeks, as the campaign heats up, I plan to stay focused on the ideas that we need to move our City forward.
When I signed up to run for City Council, like every other candidate I signed a form promising to run a clean campaign, free from negative attacks on the other candidates, and a promise to urge each and ever citizen to exercise their right to vote no matter who they vote for.
I am proud to say we have run an open and honest campaign on the issues. We will not sink now in these last final weeks to petty attacks on the other candidates through our supporters, or in the media, or by any other means.
When you look at the issues, my experience, and the depth of ideas we have presented, I know that I can count on your support to keep San Mateo a safe and sustainable community for everyone. Thank you!

Listening to Members of Our Community
As a father of two 4-year old twin girls, I understand the concerns of parents and seniors about aggressive, uncontrolled off-leash dogs. However, I also understand that dogs are family members for many San Mateo residents, and that maintaining happy families in our communities should be a priority for all of us.
Our meeting today was brief, but productive. I enjoyed the reasonable, rational discussion among all parties, and look forward to continuing the dialogue when I am on the City Council.
These and other issues are important issues for all our residents, and I am honored that neighbors feel comfortable talking to me about these issues. When I am on the City Council, I will continue to be open to all residents of our City by hosting regular "coffee talks" at various locations throughout the City. I will also work hard to listen to all sides critically and constructively to help build consensus among all parties for the benefit of our whole City.

San Mateo Daily Journal Endorses Lim for City Council
The full article can be viewed here. Below are some exerpts from the article which ran Friday, September 25, 2009:
"San Mateo has long been known for steady and professional management and for a council that is cordial even in disagreement. However, the city is not immune to the economic downturn and is facing difficult economic times. Its leadership may have built a solid reputation but there are new and complex issues on the horizon centered around the budget and how best to compensate its workforce along with traffic, crime, development, the environment, quality of life and maintaining the city’s character to which so many of its residents were drawn.
The economic downturn may have had its ways with the city’s coffers and the machinery of development seems to be at a standstill. But this will promise to be the quiet before the storm.
The city’s character was forever changed with the demolition of the Bay Meadows race track and new development along the transportation corridor is in the works. Even with the economic downturn, the city has created a development blueprint for the area along the Highway 101, State Route 92, El Camino Real and Caltrain line transportation corridor. The premise of the plan was to create new opportunities for residents to find affordable homes in the city and to locate it near public transit so people would not need to rely on their cars. In addition, it would help the city create new opportunities for the revenue that mixed-use development provides through offices and retail.
San Mateo is a complex city with rich, middle class, working class and transitional neighborhoods often right next to each other. It makes sense that its City Council should reflect that diversity.

Coastal Cleanup Day at San Mateo Waterfront
It was impressive to see people from all walks of life come out with the common goal of helping to clean up our planet, and raise awareness of how all of us need to be more mindful of where our trash goes when we indiscriminately throw it onto our streams and creeks. Ultimately, all that trash works it's way to our oceans, where it causes untold damage to wildlife and our ecosystem.
Here are some photos from the event. Thanks to everyone who participated!
